Jeffrey R. Bates is special counsel to Foley & Lardner LLP and is a member of the firm's Health Care and Senior Living Industry Teams. Mr. Bates' focuses his practice on Medicare and Medicaid payment issues, compliance, fraud and abuse, cost reporting and rate-setting issues, and administrative law and appeals.
Prior to joining the firm, Mr. Bates was chief counsel-reimbursement at Beverly Enterprises, Inc., the nation's largest long-term care provider, where he was responsible for all of the company's Medicare and Medicaid reimbursement appeals. He represented the company in informal and formal administrative hearings, and served as the company's representative in several cases involving reimbursement to long-term care facilities under the Boren Amendment. Mr. Bates also advised the company on compliance with Medicare and Medicaid, certificate of need, licensing and other health care requirements.
A member of the American Health Lawyers Association, Mr. Bates is a graduate of Georgetown University Law Center (J.D., cum laude, 1983), where he was editor of the Georgetown Law Journal, and the College of Wooster (B.A., 1976). He was admitted to the District of Columbia Bar in 1983 and the California Bar in 1989.
