Ronald N. (Ron) Carroll

Ronald N. Carroll is a partner with Foley & Lardner LLP. A member of the Energy Industry Team, Mr. Carroll has over 25 years experience representing companies in the electric and natural gas industries, with a focus on matters before the Federal Energy Regulatory Commission (FERC) and appeals from FERC decisions.

Mr. Carroll has represented interstate pipelines, LNG companies, natural gas distributors, power marketers, electric power producers and wind generators in virtually all aspects of FERC's regulation of the gas and electric industries, including cases related to the open access and nondiscriminatory practices of interstate pipelines and electric transmission companies. Mr. Carroll has substantial experience representing clients in major rate, certificate and complaint proceedings. Cases that Mr. Carroll has handled before the FERC include the ongoing investigation of electricity prices in California. Other cases have involved rate, certificate and tariff matters involving Columbia Gas Transmission, Tenneco Gas, Williams Natural Gas, the Independent System Operator Corporations of California and New York, the California Power Exchange, major electric utilities in California and regional power pools.
 
A sample of the matters that Mr. Carroll has handled over the course of his career include:

  • Successfully guided gas companies in major pipeline unbundling and restructuring proceedings under FERC Orders 637 and 636
  • Successfully represented major interstate pipelines in purchase practices and take-or-pay cases and other matters arising from the transition to open access under FERC Order 436
  • Counseled LNG company in certificate matters involving Cove Point LNG
  • Obtained the dismissal of an investigation instituted against a major power marketer related to its practices during the California electricity crisis
  • Successfully obtained the only release of the collateral pledged by electricity sellers with the California Power Exchange

Mr. Carroll is admitted to practice in the District of Columbia, Maryland and Pennsylvania. His federal court admissions include the U.S. District Courts for the District of Columbia and the Northern District of Maryland, and the U.S. Courts of Appeal for the Fourth, Fifth, Ninth, Eleventh and District of Columbia Circuits. He is also a member of the Federal Energy Bar Association, and the pro bono panel of the U.S. District Court for the District of Columbia.

Mr. Carroll is a graduate of the University of Maryland (B.A., 1972) and the University of Baltimore (J.D., 1975). His article, "Zoning Legislation for Solely Aesthetic Purposes Held Not Within the Police Powers of the State With Certain Specified Exceptions," appeared in the University of Baltimore Law Review.
