Leonard E. Schulte
Public Affairs Director
Leonard E. Schulte is a public affairs director with Foley & Lardner LLP. He joined the firm as a public affairs advisor in 2003, after spending many years in senior staff positions with the Florida Legislature. Mr. Schulte is a member of the Government & Public Policy Practice and the Insurance Industry Team. His practice focuses on strategic counseling, advocacy, analysis, and drafting and other technical services with respect to complex state legislative issues.Mr. Schulte has been recognized as an expert in legislation addressing the insurance aspects of natural disasters. Through most of the 1990s he was the lead staff person on property/casualty insurance issues for the Florida House of Representatives, including service as staff director of the Committee on Insurance. He was one of the architects of the Florida Hurricane Catastrophe Fund and other legislative responses to the insurance crises that followed Hurricane Andrew. In the wake of more recent natural disasters, he has consulted on the creation of catastrophe funds in other states and on national approaches to disaster insurance. Mr. Schulte's involvement in complex legislation also includes the creation or reorganization of several departments of Florida's state government. He was the lead staffer for the House on the legislation that reorganized insurance and banking regulation into a single department, and he was chiefly responsible for the legislation creating the Florida Lottery Department. During the startup of the Florida Lottery, he served as the department's communications director. He also served for many years as a staff attorney in the bill drafting offices of the Florida Senate and the Florida House. Mr. Schulte serves as an officer and member of the board of directors of Big Bend Cares, Inc., the United Way agency providing comprehensive HIV/AIDS education, prevention, and support services in an eight-county area. Mr. Schulte is a graduate of Dartmouth College (A.B., 1974) and the University of Florida College of Law (J.D. 1977). He is a member of the Florida Bar and the Florida Association of Professional Lobbyists.
