William J. (Bill) Katt, Jr. is an associate with Foley and a member of the firm's Business Litigation & Dispute Resolution Practice.Prior to joining Foley, he served as a law clerk to the Honorable Terence T. Evans on the United States Court of Appeals for the Seventh Circuit. A native of Milwaukee, Mr. Katt received his J.D. in 2006 from Columbia Law School, where he was a Harlan Fiske Stone scholar and served as executive articles editor of the Columbia Law Review (2005-06). He earned a B.S.F.S. in international economics from Georgetown University's Edmund A. Walsh School of Foreign Service (cum laude) in 2001. Mr. Katt is admitted to practice in New York, Wisconsin, and the District of Columbia, and before the U.S. Courts of Appeals for the Seventh and Eighth Circuits. Mr. Katt is the author of The New Paper Chase: Public Access to Trade Agreement Negotiating Documents, 106 Colum. L. Rev. 679 (2006).
