A main aspect of his practice concerns proactive litigation on behalf of companies. This work consists of helping corporations evaluate claims they may have not traditionally pursued and creating a litigation strategy to resolve those claims successfully in a manner which assists the bottom line. As part of this work, Mr. Hurst heads the firm’s Claims Recovery Initiative. His practice also focuses on representing corporations and individuals in civil fraud investigations and litigation, primarily life sciences companies, health care providers and other government contractors being sued by the government or qui tam relators under the civil False Claims Act. Mr. Hurst also regularly represents corporations and individuals in connection with criminal investigations and prosecutions by the U.S. Department of Justice and other federal and state entities. He has represented defendants and targets in a number of subject areas, including Medicare and Medicaid fraud, campaign finance, economic espionage, computer crimes and Independent Counsel investigations. In addition, Mr. Hurst serves as outside general counsel for several small and mid-size emerging corporations. He provides general legal advice with a focus on facilitating his clients’ business growth. Thought Leadership Mr. Hurst has prepared a great deal of materials and articles and spoken on the False Claims Act, and has vast experience not only with litigation under the Act, but with the legislative and policy aspects of the False Claims Act and other fraud statutes as well. Mr. Hurst is a member of the Bar Association of the District of Columbia. Community Involvement and Affiliations Mr. Hurst is active in Northern Virginia and national politics, including service on the National Finance Committee of two major Democratic Presidential campaigns. He was the 2006 Democratic Nominee for the U.S. House of Representatives in the 11th Congressional District of Virginia.
