Overview Arthur T. Phillips Special Counsel aphillips foley.com Download vCard Arthur T. Phillips is a business lawyer and special counsel with Foley & Lardner LLP. Mr. Phillips advises clients with the design and implementation of qualified retirement plans, nonqualified deferred compensation arrangements and Affordable Care Act-compliant health plans. He is a member of the firm’s Employee Benefits and Executive Compensation Practice. Mr. Phillips assists employers with employee benefit plan communication, service provider agreements and fiduciary risk management. During merger and acquisition transactions, he counsels clients through due diligence, plan mergers, plan terminations and post-transaction planning and implementation. Mr. Phillips’ practice also includes the development and execution of Internal Revenue Service (IRS) and Department of Labor (DOL) plan correction and compliance strategies. Mr. Phillips joined Foley after nearly five years as shareholder on the employee benefits team of a large Wisconsin law firm. For ten years, he served as senior associate general counsel for a major university and general counsel for one of the country’s largest quick-service franchise companies. Mr. Phillips began his career as a tax consultant at “Big 4” accounting firms – Ernst & Young and later, Deloitte. Education Mr. Phillips received his J.D. from Marquette University (1990). He served as staff editor of the Marquette University Law Review. Mr. Phillips completed his B.B.A. in accountancy at the University of Notre Dame (1987). Community Engagement In the community, Mr. Phillips contributes his time to several boards of directors, such as Cristo Rey Jesuit High School, Schlitz Audubon Nature Center, and Legacy Redevelopment Corporation (board chair). Mr. Phillips' former community service board memberships include Goodwill Industries of Southeast Wisconsin, Clement Manor Senior Living, Foundation for Saint Francis Hospital, Cardinal Stritch University Leadership Center, Gesu Parish Administrative Services, Marquette University Club of Milwaukee, and Saint Monica Parish School. Affiliations and Professional Memberships Mr. Phillips is president of the Marquette Law Alumni Association. He has served on the State Bar of Wisconsin Diversity Outreach Committee and the Milwaukee Bar Association Board of Directors.
