Bruce Keyes ist Wirtschaftsanwalt und teilt seine Tätigkeit zwischen den Bereichen Immobilien und Umwelt bei Foley & Lardner auf, wobei sein Schwerpunkt auf komplexen Stadtentwicklungsprojekten, Projektanreizen und New Market Tax Credits liegt. Er verfügt über umfangreiche Erfahrung in den Bereichen Brachflächen und öffentlich-private Partnerschaften und ist als leitender Rechtsberater für die Sanierung des 107 Hektar großen ehemaligen Chrysler-Werks im Stadtteil „Uptown“ von Kenosha, Wisconsin, im Rahmen des Projekts „Kenosha Innovation Neighborhood“ tätig. Er war als leitender Rechtsberater für die Entwicklung und Finanzierung von Discovery World, Ltd., dem 240 Millionen US-Dollar teuren Umzugsprojekt des Milwaukee Public Museum, sowie für die Entwicklung des Ballpark Commons-Stadions und des Unterhaltungsviertels (dem größten Entwicklungsprojekt in Wisconsin, das auf einer stillgelegten Mülldeponie angesiedelt ist) tätig. Er leitete die Finanzierung von New Market Tax Credits für Unternehmen des privaten Sektors, darunter UP Paper, Michels Corporation, Super Steel und Winsert, und handelte gekonnt lokale, staatliche und bundesstaatliche finanzielle Anreize aus, wenn diese erforderlich waren, um den Erfolg eines Projekts sicherzustellen.
Bruce’s recent successes include a cost recovery settlement under RCRA for historic property contamination and several ongoing complex cleanup actions of client properties by prior responsible parties under CERCLA. He has played a leading role in a number of nonprofit initiatives, including the development of the Hank Aaron State Trail and the co-founding of Bublr Bikes, Milwaukee’s nonprofit bikeshare operator. He has played a founding/leading role in Menomonee Valley Partners, Inc. and was tasked by the Mayor of Milwaukee to jump-start the Harbor District, Inc., working to redevelop several of the largest waterfront brownfield tracts in the state of Wisconsin.
His practice often involves the use of complex and highly regulated local, state, and federal funding through the U.S. Department of Transportation, Federal Highway Administration, Federal Transit Administration, U.S. Environmental Protection Agency, and the Department of Treasury Community Development Financial Institutions Fund.
