Marynell DeVaughn

Marynell DeVaughn is of counsel with Foley & Lardner LLP. She is a member of the Government Enforcement Defense & Investigations Practice where she represents U.S. and non-U.S. companies, universities, and financial institutions in matters involving export controls under the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR), economic sanctions, encryption and technology controls, customs/import regulations, Census Bureau reporting, anti-boycott regulations (EAR and IRS), anticorruption laws (FCPA and UKBA), and anti-money laundering legislation, as well as national security issues such as submissions to the Committee on Foreign Investment in the US (CFIUS) and compliance with the National Industrial Security Program Operating Manual (NISPOM).

Prior to joining Foley, Marynell was of counsel in the international trade practice of a national law firm. Prior to that, she was a vice president and associate general counsel in the legal department at a major U.S. aerospace and defense company, with responsibility for managing the global trade compliance team, including budget and staffing, with oversight for performance by all businesses, including compliance by international partners.

Marynell also served for more than ten years as a senior attorney in the U.S. Department of Commerce’s Office of Chief Counsel for the Bureau of Industry and Security (BIS), where she advised on licensing, regulatory, enforcement, litigation, international, and policy matters involving export controls and sanctions, encryption regulations, anti-boycott compliance, and defense industrial base matters (including the Defense Production Act).

Marynell was a member of the Stimson Task Force on U.S. Drone Policy, where she served on the Export Controls and Regulatory Challenges Working Group. The working group considered U.S. and international export controls and regulatory regimes for unmanned aerial vehicles (UAVs).

Marynell previously served as a member of the President's Export Council, Subcommittee on Export Administration, which advises the president and the U.S. government on export controls and security-related trade issues.
