Anna Ross is an associate and business lawyer with Foley & Lardner LLP who focuses her practice on health care, FDA regulatory, and public policy matters. She is a member of the Health Care Practice and the Life Sciences Industry Team. Ms. Ross counsels clients in the health care and pharmaceutical and medical device industries with respect to a wide range of regulatory, compliance, and corporate matters. In the scope of her practice, Ms. Ross represents hospitals and health systems, post-acute care providers, physician practices, pharmaceutical companies, and medical device manufacturers and distributors.
Ms. Ross’ health care experience includes counseling clients with respect to Medicare and Medicaid reimbursement compliance; government and internal investigations and audits; self-disclosures; state and federal fraud and abuse issues; and state licensure issues, certificate of need requirements, and change of ownership issues. She also provides clients with support related to their compliance programs, including developing policies and procedures, creating training programs, and implementing compliance obligations in connection with a Corporate Integrity Agreement. Ms. Ross provides further assistance to clients with respect to preparing, reviewing, and implementing hospital, physician, and other provider contracts.
Further, Ms. Ross provides legal analyses for clients in the pharmaceutical and medical device industries with respect to Food and Drug Administration regulatory and compliance issues, as well as compliance issues at the state level. She assists FDA clients with regulatory due diligence in transactions, has developed training materials related to FDA requirements, and has drafted policies and procedures for clients related to FDA compliance obligations, including reporting requirements for manufacturers and distributors. Ms. Ross’ FDA practice also includes clients in the food and cosmetic industries.
Ms. Ross’ practice also includes counseling clients with respect to government contract compliance issues by providing analysis and strategic advice related to relevant regulatory considerations, helping to develop compliance policies and procedures, and preparing training materials to help clients comply with key requirements and implement best practices. In addition, Ms. Ross helps clients to conduct internal investigations and assists with responses to government audits.
Prior to joining Foley, Ms. Ross worked in health care policy for a national medical professional association. She also assisted the District of Columbia’s Medicaid agency with quality of care issues while working for the George Washington University’s Department of Health Care Policy.
While in law school, Ms. Ross completed a judicial internship for the Honorable Todd E. Edelman, Superior Court of the District of Columbia. She also served as a research assistant at Georgetown University’s O’Neill Institute for National and Global Health Law, providing research and editorial support for the Institute’s publications.
Ms. Ross advised various telehealth companies on navigating federal and state changes in provider licensure and telehealth modalities during the COVID-19 public health emergency. The work allowed the companies to immediately take action and expand their platforms to provide services across multiple states.
Ms. Ross is a graduate of Georgetown University Law Center (J.D., 2014), where she was an articles editor of the Georgetown Law Journal. She received honors as a legal research & writing fellow. She earned her undergraduate degree in political science from Boston College (B.A., cum laude, 2009).
Ms. Ross served as a tutor at the Thurgood Marshall Academy in Washington, DC. While in college, she was a volunteer coordinator for after-school programming with the Commonwealth Tenants Association, a housing program for low income families in Boston.
