Micah T. Zomer is an associate and a business lawyer with Foley & Lardner LLP. As a member of the Government & Public Policy Practice, Mr. Zomer focuses his practice on issues related to government procurement.

Mr. Zomer counsels clients during the solicitation and proposal phases of government contracts by identifying and mitigating against potential risks. He assists government prime contractors and subcontractors in drafting, reviewing, and negotiating government contracts to best protect clients’ interests. He also drafts supplier terms and conditions that contain clauses required by the client’s government prime contract or higher-tiered subcontract, as well as clauses that promote the client’s business objectives.

Mr. Zomer’s practice includes work in government contracts litigation. Specifically, Mr. Zomer assists clients in drafting pre-award and post-award bid protests before GAO and the Court of Federal Claims.

Mr. Zomer also counsels clients faced with government contract compliance issues by, inter alia, helping conduct internal investigations, representing clients during government investigations, and advising contractors regarding avoiding suspension and debarment.

Prior to joining the firm, Mr. Zomer worked with Law Resources in Washington, D.C. and in addition, he was a legislative assistant and deputy press secretary for Congressman Frank Lucas in the U.S. House of Representatives. He advised the Congressman on issues as diverse as homeland security, immigration, labor, Native American affairs, and government operations and met with constituent groups on his behalf.


Mr. Zomer earned a Master of Laws in government procurement from The George Washington University Law School (LL.M., 2013). His law degree was conferred by the University of Oklahoma College of Law (J.D., 2008), where he was a symposium editor for the American Indian Law Review.

Mr. Zomer earned a bachelor’s degree in business administration from the University of Tulsa (B.S., cum laude, 2002). He was a Division I athlete, lettering four years in varsity tennis and achieved First All-Conference Academic Team for the Western Athletic Conference.

Admissions and Professional Memberships

Mr. Zomer is admitted to practice in the District of Columbia, Oklahoma, and before the U.S. District Court for the Northern District of Oklahoma. Mr. Zomer is a member of the American Bar Association, and its Public Contract Law Section.


Mr. Zomer is the co-author of “Government Contracts: GSA Multiple Award Schedule Contracting,” Practical Law (2016).
