Allen said that the Trump administration’s December 2025 executive order on AI is likely to have a “chilling effect on states thinking about or proposing legislation [to address bias, fraud and other potential AI harms].”
“They’ll [states] likely want to pause for a minute to see what impact the executive order is having on existing AI laws and the results,” she observed.
