Overview
William “Bill” Ball is a public affairs director with Foley & Lardner LLP. He is a member of the Government & Public Policy Practice in Washington, D.C.
Bill comes to Foley with a decade of experience on Capitol Hill where he worked with House and Senate Committees on energy, natural resources, water and infrastructure issues. Most recently, he served as the deputy staff director for the House Committee on Natural Resources where he led the committee in numerous bicameral negotiations on major legislative packages such as the Water Resources Development Act (P.L. 115-270), the Water Infrastructure Improvements for the Nation Act (P.L. 114-322), the John D. Dingell Jr. Conservation, Management and Recreation Act (P.L. 116-9), and numerous appropriations packages. Aside from his expertise in natural resources and western water policy, Bill was the committee lead on environmental policies under the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), the Migratory Bird Treaty Act (MBTA) and the Marine Mammal Protection Act (MMPA).
Through his time on Capitol Hill, he established a strong working relationship with the White House, federal agencies and other administration officials. Prior to his time in the House of Representatives, Bill served for more than four years under Senator Susan Collins from Maine, where he primarily advised the Senator on trade, fisheries, oceans and appropriations issues. Before receiving his undergraduate degree and relocating to Washington, D.C., he captained a self-owned lobster boat in his home state of Maine.
