Pedro Romano Fragoso Pires is a Foreign Legal Consultant who advises U.S. and foreign companies doing business in LatAm, as well as Brazilian companies doing business in the United States regarding issues that involve Brazilian law. As a Foreign Legal Consultant, Pedro is not admitted to practice law in Florida. With more than 25 years of legal experience at major Brazilian and U.S. law firms, Pedro coordinates and supervises legal work throughout Latin America, serving as leading counsel on corporate and international matters. For more than 20 years, he represented oil companies (operators and service providers) and air carriers on numerous issues, including employment and litigation.

Pedro has lived and worked in Brazil and the United States and previously served as chairman of the Energy Committee of an Iberoamerican alliance formed by several law firms. Pedro has also visited China on issues arising out of Chinese investments in Brazil. He is a member of the firm’s Aviation & Aircraft Transaction Practices and Energy Industry within the Business Law Group.

Prior to joining Foley & Lardner, Pedro served as a Foreign Legal Consultant in the Miami office of a prominent global firm, where he assisted a number of Brazilian clients navigate the US system and US companies doing business in LatAm. Before returning to Miami where he lived and worked from 1999 to 2001, he was a Partner of a Brazil-based law firm he founded and ran for 10 years.

Representative Experience

  • Represented a major Brazilian construction company in the preparation of all the paperwork for participating in the bid for the construction of a terminal in the Port of Miami
  • Represented a JV formed by a major US social media and networking company and a major telecom service provider in the acquisition of lands and structuring of its operations for the construction of telecom submarine cables in Argentina and Brazil
  • Advised a major Oil & Gas service provider in the capacity of creditor in one of the largest reorganizations in Brazil
  • Advised a number of Brazilian high net worth individuals on pre-immigration tax planning and estate planning issues
  • Represented a Brazilian restaurant in the sale of its operation in the US
  • Represented a Brazilian Oil & Gas operator in the sale of its aerial services provider and a fleet of six aircrafts
  • Drafted aircraft sale and purchase agreements, aircraft lease agreements, drilling rig sale and purchase agreements and drilling rig rental agreements for a Brazilian Oil & Gas operator
  • Represented a major US air carrier in matters dealing with the reduction of the base commissions of the travel agents in Brazil
  • Represented air carriers in passengers and cargo claims in Brazil
  • Represented a consortium of constructors in an EPC project for an oil rig
