The presentation focuses on the federal government concept of commercial item contracting, its benefits, and how contractors can exploit this aspect of procurement reform. Although the U.S. Government spends more than $500 billion a year on goods and services, many companies are wary of entering into the federal government marketplace based on government-unique auditing and accounting requirements, specifications and standards, and other compliance obligations. However, due to acquisition reform in the 1990’s and the concept of commercial item contracting, the federal government can now procure commercial supplies and services from contractors on terms and conditions similar to commercial contracts.
We will discuss:
- The definition of a “commercial item”
- Negotiation techniques for commercial item prime contracts and subcontracts
- Price analysis methodologies for commercial item contracts
- GSA Multiple Award Schedule contracts, including compliance obligations associated with such contracts and recent updates from GSA
