Associate Christopher Swift was quoted in a Bloomberg article published on June 25, 2014, titled “U.S. Intelligence Sees Iraqi Militants Gaining Strength.” The article discussed the potential regional impact of the conflict in Iraq, how borders may change and the role of the United States in the unrest. If the U.S. does not consider ISIL, an al-Qaeda offshoot known as the Islamic State in Iraq and the Levant, to be an affiliate of al-Qaeda, Swift said it would present a potential legal hurdle to ordering airstrikes against the group.
