The piece noted that while there are similarities between Alabama’s and Texas’ regulations, it doesn’t seem likely Texas will follow suit. Lacktman weighed in and said Alabama’s policy of granting waivers to some companies and not others may have jeopardized its anti-competitive status, while Texas has no such policy.
