Foley & Lardner LLP partners Alejandro Gómez-Strozzi and Fernando Camarena are featured in the FreightWaves article, “Borderlands Mexico: Mapping supply chains key to surviving tariff wars, experts say,” summarizing a recent Foley webinar on international trade and manufacturing in Mexico.

“I think this is one of the…most important messages that we need to have — clear and thorough mapping of your supply chains,” Gómez-Strozzi said during the webinar, part of Foley’s 2025 In-House Connect Supply Chain & Trade Law CLE Summit.

“You have to make an actually orderly effort to map what is coming into your facilities, from where it is being relied upon by your suppliers, so as not to be surprised if the tariffs are imposed within a week or so, not to be surprised as to what can be tweaked or not in order to move out from any eventual tariff scenarios,” he continued.

Fernando Camarena noted the administration of Mexican President Claudia Sheinbaum has recently introduced a road map to protect Mexican industries and grow foreign investment called Plan Mexico.

“It includes tax incentives, provides for efficiency in administrative processes, outlines investment goals for infrastructure, for energy, urban mobility, and housing, among others,” Camarena said, adding that the end goal is to elevate the Mexican economy into the top ten globally through foreign investment and increased manufacturing operations.

Highlighting the importance of nearshoring to Plan Mexico, Camarena added, “This is something that is already available for companies. The goal of these tax incentives is to stimulate the relocation of companies and the reconfiguration of supply chains close to the U.S. market, and in particular in the manufacturing sector.”
