Associate

Ahmad Murrar is a litigation associate and member of the firm’s Business Litigation & Dispute Resolution Practice and the International Trade & National Security sector. Ahmad’s practice focuses on both investigations and litigation, while also working with clients on government enforcement actions involving arms controls under the International Traffic in Arms Regulations (ITAR), United States Munitions List (USML), economic sanctions, and the Foreign Corrupt Practices Act (FCPA).

Ahmad’s international trade experiences involves assisting clients with export licensures in the aerospace, weapons, and technological field while also providing counsel on sanction compliance, export classification, authorization, and licensing. His work in this area involved drafting Technical Assistance Agreements involving complex technological export issues, as well as ensuring client export control policies meet all applicable regulations. Ahmad has also counseled numerous clients on a variety of international distribution-related issues including agency/distributor relationships, notice requirements, compliance with regulatory requirements that pertain to their business and agreement termination disputes in countries such as India, Brazil, Saudi Arabia, and the UAE.

In addition to his international experience, Ahmad possesses a range of courtroom experience involving Wisconsin, federal, and international matters. He has worked on the defense of clients in purported price fixing and market allocation class actions in the antitrust space, on high stakes litigation, and complex general commercial litigation. His representation includes corporations in the automotive manufacture space in various warranty disputes and lemon law claims. Ahmad also has extensive experience in complex electronic discovery.

Ahmad began as a summer associate with Foley, where he worked in the Litigation Department. While in law school, Ahmad worked at the White House under the Obama administration in the Office of Intergovernmental Affairs & Public Engagement, where he engaged with state legislators across the nation to implement policy agenda items at a state level, such as non-compete agreement reform, criminal justice reform, minimum wage, and immigration reform.

Ahmad’s professional background includes public sector experience at every level, which has given him insight into working with clients and government stakeholders in various different capacities. Internationally, he has worked in the West Bank (Jerusalem area) at the International Legal Foundation under the United Nations Development Fund (UNDF), at a federal level legislatively at the United States House of Representatives, and with local governments during his time with the Milwaukee mayor’s office, the Milwaukee County district attorney’s office, and the Office of the Minneapolis city attorney. He has also worked with various NGO’s such as Muslim Advocates and the Milwaukee Justice Center. Ahmad’s work history also includes time as a judicial extern at the D.C. Superior Court for Chief Judge Anita Josey-Herring.

Community Involvement

  • Part of a trial team that won asylum for a Uighur Muslim under the Convention Against Torture in immigration court. Ahmad assisted in the filing of numerous Humanitarian Parole Applications for Afghans fleeing the Taliban as part of Foley’s “No One Left Behind” initiative
  • Represented a prisoner on appeal before the Seventh Circuit Court of Appeals, and conducted the oral argument in front of the Federal panel of Judges as part of the representation Foley frequently provides for indigent, incarcerated pro se plaintiffs
  • Assisted in forming a partnership with the Milwaukee Muslim Women’s Coalition to help coordinate legal assistance between Foley and women refugees seeking restraining orders and divorces from abusive partners
  • Part of a trial team that won asylum for a Guatemalan woman under the Convention Against Torture in 2019
