Richard G. Stoll

Richard G. Stoll is a partner in the Washington, D.C. and Milwaukee, WI offices of Foley & Lardner LLP where he concentrates his practice on federal administrative and environmental law matters. He is a member of the firm’s Environmental Practice.

Mr. Stoll has been practicing environmental and administrative law since the 1970s, when he joined the EPA Office of General Counsel. He was involved in the development of regulations under the Clean Air and Water Acts and RCRA, and with the interpretation and application of those rules. Upon leaving the EPA, Mr. Stoll was for three years deputy general counsel of the Chemical Manufacturers Association (now the American Chemistry Council).

Recognition

In 2014, Mr. Stoll was elected as a Fellow in the American College of Environmental Lawyers. In 2013, he was again named one of the top 30 environmental lawyers in the United States in Legal Media Group’s "Best of the Best USA" and was again recognized by the Washingtonian in their list of Washington’s Top Lawyers. Each year since 1989, he has been selected by his peers for inclusion in The Best Lawyers in America© and has been listed in Chambers USA: America's Leading Business Lawyers since 2003. Mr. Stoll is listed in the International Who's Who of Business Lawyers, and each year from 2007 through 2017, Mr. Stoll has been selected for inclusion in the Washington, D.C. Super Lawyers® lists in environmental law. He is Peer Review Rated as AV® Preeminent™, the highest performance rating in Martindale-Hubbell’s peer review rating system.

Publications and Presentations

Mr. Stoll is the author of the book, Effective EPA Advocacy: Advancing and Protecting Your Client's Interests in the Decision-Making Process, (Matthew Bender, 2014 ed.). In addition to his recent book, he has also published many articles and book chapters on administrative and environmental law topics.

Mr. Stoll frequently speaks in television interviews and on legal programs throughout the country and has appeared extensively on ABA environmental television productions. For 10 years, he taught a course on environmental law and policy at the University of Virginia in Charlottesville.

Leadership in Professional Associations

Mr. Stoll recently completed a term on the Council of the ABA's Administrative Law Section. Within the ABA, Mr. Stoll has also served as chair of the Section of Environment, Energy and Resources (SEER).

Education and Affiliations

A graduate of Georgetown University Law School, where he served as an editor of the Georgetown Law Journal, Mr. Stoll received his B.A. degree from Westminster College in Fulton, MO (magna cum laude). He was recently elected to the board of directors for the Milwaukee Symphony Orchestra. Mr. Stoll is also a member of the Cosmos Club, and has recently served as an elder in the Georgetown Presbyterian Church in Washington, D.C.
