Associate

David Atlas advises municipalities, issuers, borrowers, developers, investment banking firms, lenders, and investors on commercial lending, public finance, capital markets, and municipal securities matters. His practice includes the structuring, negotiation, and documentation of real estate acquisition and development financing transactions, as well as tax-exempt and taxable public finance transactions, across a range of sectors, including healthcare and senior living facilities, multifamily and student housing developments, hospitality and resort properties, colleges and universities, energy and infrastructure projects, public-private partnerships, and professional sports and stadium projects. He also advises clients on municipal securities law matters, including disclosure obligations, risk factor disclosure, municipal advisor regulations, and MSRB rule compliance.

Prior to joining Foley, David worked at an AmLaw 100 law firm in its finance department.

In addition to advising clients on a variety of financing transactions at his prior firm, David completed a secondment with one of the world’s largest international investment banks, supporting its global capital markets, fixed income, and corporate legal divisions. Through this secondment, he gained substantial experience managing legal, regulatory, and compliance matters affecting broker-dealers and municipal market participants, including remarketings, commercial paper programs, municipal advisor regulations, various MSRB rules and requirements, and internal policies and procedures.

Before entering private practice, David worked in the compliance department of the New York City Economic Development Corporation, where he focused on monitoring 501(c)(3) revenue bond issuances.
