Kate L. Pamperin

Associate

Kate Pamperin focuses her practice on health care regulatory compliance, internal investigations, and government enforcement defense. She counsels hospitals, health systems, and other health care organizations on navigating complex federal and state regulatory frameworks, with particular emphasis on managing ongoing compliance obligations and responding to identified compliance concerns.

Kate regularly assists clients with internal investigations involving potential violations of the federal False Claims Act, the Anti-Kickback Statute, and the Stark Law. She guides clients through self-disclosure processes before the Department of Health and Human Services Office of Inspector General and the Centers for Medicare & Medicaid Services, and advises on corrective action planning and remediation strategies. When investigations escalate to government inquiries or enforcement actions, Kate works closely with clients to mount an effective defense.

In addition to her regulatory work, Kate handles a wide range of commercial contracting for health care clients, including master services agreements, vendor and supplier contracts, distribution agreements, and platform agreements. Her compliance practice also extends to advising health systems on operational regulatory matters, including state and federal licensure requirements and corporate practice of medicine considerations. Kate also has significant experience drafting advisory opinion requests to the OIG and other regulatory bodies on behalf of health care clients seeking guidance on proposed business arrangements.

Kate is a member of the Health Care Practice Group.
