Jessica S. Lothman



Jessica is an associate in Foley's Finance & Financial Institutions and Healthcare Finance and Public Finance practice groups. She focuses her practice on municipal and governmental financings serving as bond counsel representing and borrower's counsel for governmental and non-profit entities. She also serves as underwriter's counsel representing investment banks. Jessica has worked on numerous public finance and other structured transactions, including general obligation, public utility revenue, higher education, charter school and healthcare system financings. Committed to being informed and up-to-date on emerging laws and trends, Jessica is an active member of the National Association for Bond Lawyers and manages the firm's weekly digest on Environmental, Social and Governance (ESG) financing developments related to designation, disclosure and compliance.


Jessica actively engages in the Milwaukee community as an adjunct faculty member at Marquette University teaching the Law of Higher Education and through pro bono activities. She is an active volunteer with the Marquette University Volunteer Legal Clinics and part of the firm's Street Law project, which partners with the Boys & Girls Clubs of Greater Milwaukee to educate at-risk youths about the law and the legal profession. Additionally, she is the Assistant Director of Special Events for the Milwaukee-based Association for Women Lawyers.


Prior to joining Foley, Jessica worked as an associate in the Public Finance Group at a Milwaukee-based law firm, where she served as disclosure counsel for approximately $1.5 billion (in the aggregate) in general obligation and revenue bond financings for school districts, municipalities, towns, and technical colleges throughout the State of Wisconsin, as well as served as bond counsel and borrowers counsel on tax-exempt bond transactions for 501(c)(3) organizations.
