Waltz, who chairs the AHLA RAP Group, discusses how far federal health care programs have come in the past 100 years, the ongoing debate over whether health insurance should be publicly or privately financed, the passage of the Affordable Care Act in 2010, and the evolution and expansion of the Medicare and Medicaid programs beyond the status quo, sometimes in surprising directions.
