These questions are exceedingly important in this era of increased activism by antitrust enforcement agencies, which have become skeptical of claims of merger efficiencies and projected cost reductions from consolidations. Can they be achieved, particularly in more concentrated markets, through affiliation and other arrangements that do not raise the specter of increased pricing power?
