U.S.-Mexico Bilateral Framework Industry Event on Clean Energy and Climate in Mexico City

Gardere was selected to provide its legal and business perspectives on the changing energy market in Mexico. The U.S. Industry Event is the first meeting of the U.S.-Mexico Bilateral Framework for Clean Energy and Climate between the two federal administrations and only the second meeting of the U.S.-Mexico Cross-Border Electricity Taskforce, of which Erika D. Benson was a founding member in 2010.

Ms. Benson and Attorney Daniel Aranda were selected for their expertise on electricity regulatory issues regarding renewables, financial barriers and other topics impacting Mexico's prospective carbon emission regulations and generation development designed to meet the new Carbon Development Mechanism requirements. Selected private-sector senior executives from Exxon Mobil, Sempra Energy and others, most of who are either large energy consumers or producers, discussed title issues, development capital challenges and the need for increased transparency to enhance the electricity sector.

The U.S. delegation spent many days in Mexico, meeting with departmental secretaries, presidential advisors and private sector associations. The U.S. delegation vocalized their support as well as their concerns regarding the evolution of clean energy and climate policy in Mexico. The U.S. delegation included officials from the White House, assistant secretaries and deputy assistant secretaries of State, Energy, Commerce, USTDA, USAID and decision makers from the U.S. Embassy in Mexico.
