He said the proposal would weaken PEMEX due to the company’s existing excessive debt and could result in losing its investment grade/rank status.”The proposal to build the refinery is hard to grasp – it allocates resources for a market that the country does not have. It entails a risk for public finances and the profitability of Pemex.”
