Thomas K. Maurer



Thomas (Tom) K. Maurer is a partner and environmental business lawyer with Foley & Lardner LLP and a former chair of the Environmental Regulation Practice. For over 30 years, Tom has represented clients in environmental and regulatory matters, including air pollution, hazardous waste management, underground storage tank, groundwater contamination and the siting of controversial projects. His practice includes real estate transactions; environmental contamination issues; all types of environmental permitting and other government regulatory approvals, including air, water, waste management, chemicals/fertilizers, wetlands and endangered species; compliance and enforcement matters including audits, penalty negotiations and multiparty settlement; indoor air quality matters; OSHA issues; and military base closures. Tom focuses on making complex environmental issues understandable and manageable. His clients include manufacturers, aerospace, home builders, pipelines, local governments, and lenders. He has been the lead attorney for the siting and permitting/compliance of medical waste incinerators, hazardous waste incinerators, landfills and other major projects.

In the 1980’s, before joining Foley, Tom was deputy general counsel for the Florida Department of Environmental Regulation, where he represented the state in all aspects of environmental law. Tom has extensive experience in rulemaking, statutory revision, administrative hearings, state and federal court proceedings, permitting, enforcement and regulatory interpretation.


Tom received his undergraduate degree from the University of Illinois in 1978 and his law degree from Florida State University in 1981.

A team of Foley attorneys from across 8 offices represented AgReserves, Inc., a for profit affiliate of the Mormon Church, in a $565,000,000 acquisition from The St. Joe Company of approximately 384,000 acres of timber and rural lands in the Florida panhandle. The land includes the majority of The St. Joe Company’s timber holdings in Bay, Calhoun, Franklin, Gadsden, Gulf, Jefferson, Leon, Liberty and Wakulla Counties. AgReserves intends to maintain timber and agricultural uses of the lands. This acquisition makes the Mormon Church the largest private landowner in Florida. In a transaction that spanned 8 months, a team of Foley attorneys guided AgReserves, Inc. through real estate, antitrust, title, environmental, tax, corporate and other legal obstacles, in connection with the acquisition of the property.
Represented the developer in the acquisition, finance, construction, leasing and operation of a LEED Certified mixed use retail and office building on a cleaned up contaminated brown field site. Created Green Lease forms for retail and mixed use space in LEED Core and Shell building and represented the owner in additional tenant improvement financing.
Represented Destined for a Change, Inc., a 501(c)(3) organization, in the pre-development, budget and brownfields loan negotiations for a 40,000 square foot shopping center on a brownfields site.
