2008 Annual Update on Government Contracts (Wisconsin)

This year’s seminar focused on recent changes in compliance program requirements — some are already in effect while other changes are currently pending. We discussed the “nuts and bolts” of an effective compliance program, outlined suggested training topics and approaches and reviewed what should be in your compliance handbook. Foley served as an advisor to Ethisphere magazine in developing the grading criteria for identifying the “World’s Most Ethical Government Contractors,” and shared that grading criteria at this seminar. We provided overviews of several complicated and evolving areas where compliance is challenging — GSA Schedule contracts, Export Controls, the Berry Amendment, and other domestic source restrictions. We distinguished search warrants from subpoenas, identified the various forms of subpoenas a government contractor is likely to see, and provided you with a methodology to prepare you in the event you receive such documents.

Finally, we provided an update on a persistent topic of interest — federal bid protests, including some new protest rights involving task orders under Indefinite Delivery, Indefinite Quantity (IDIQ) contracts.
