Summary of Federal Energy Regulatory Commission Issues Order No. 1000

On July 21, 2011, the Federal Energy Regulatory Commission (FERC) issued its long awaited transmission planning and cost allocation Final Rule, Order No. 1000.
This Rule includes the following but not limited to:
- Expanded Regional and Interregional Planning
- Consideration of Public Policy Driven Transmission Needs
- Encouraging Investment in New Transmission
- Regional and Interregional Cost Allocation for Certain New Transmission Projects
- Cost Allocation Reforms Do Not Modify Existing OATT Mechanisms
- Transmission Planning
