沃德解释道:“总统行政当局无权单方面改写《民权法案第七章》等法律构筑的联邦平等就业机会法定框架。”但他同时指出,平等就业机会委员会的新政策方向可能使员工更难通过该机构解决性别认同歧视申诉。
尽管美国平等就业机会委员会撤销性别认同指导方针“并未改变博斯托克案关于《民权法案第七章》涵盖性别认同的明确裁决”,沃德补充道,“此举无疑表明,执行博斯托克案裁决将不再是该委员会的优先事项。”
