Schroeder, describing a similar effort in Massachusetts, explained that even if unions do organize drivers under a framework approved via a state ballot measure in November 2024, it could be years before there is a contract covering the workers.
He said he would expect a lengthy legal challenge to the process based on preemption under the National Labor Relations Act, noting that even if that is unsuccessful, Massachusetts drivers would then face a long road in negotiating a first collective bargaining agreement.
“From the date of the ballot win to perhaps a first-time collective bargaining agreement could be two or three years later, if you’re able to navigate the obstacle course,” Schroeder added.
