Associate

David Atlas serves as counsel to investment banking firms, municipalities, issuers and developers in all types of public finance and municipal securities transactions.

David’s experience includes serving as bond counsel, underwriter’s counsel, disclosure counsel, and borrower’s counsel in public finance transactions for 501(c)(3) institutions, including hospitals and other health care organizations, colleges and universities, and museums. David also has experience, representing clients in public finance transactions for energy and infrastructure projects, including public-private partnerships, student housing facilities, workforce housing facilities and other project financings. David focuses his practice on various municipal securities law issues and general lending issues, with a focus on MSRB rule compliance, disclosure compliance and risk factor disclosure.

Prior to joining Foley, David worked at an AmLaw 100 law firm in their finance department.

In addition to supporting clients on various public finance transactions at his prior firm, David served a secondment for one of the largest international investment banks supporting their global capital markets, fixed income, and corporate legal divisions. Through this secondment, David has experience managing various in-house legal, regulatory and compliance issues for broker-dealers related to municipal securities, including remarketings, commercial paper programs, the municipal advisor rules, G-17 and other MSRB rules, and advising on internal policies and procedures.

Before entering private practice, David worked in the compliance department of the New York City Economic Development Corporation with a focus on monitoring 501(c)(3) revenue bond issuances.
