Thimke said Wisconsin has established a brownfield liability exemption to promote redevelopment and address fears of legal consequences over environmental issues for developers and landfill owners who remediate a site in accordance with state law. “It’s the state saying, ‘We are confident about the condition of the site and are willing to take that risk over from the existing owner and developer,’” he said.
