Shirley P. Morrigan is a retired partner with Foley & Lardner LLP and has an A/V rating (the highest ranking possible) by Martindale-Hubbell. As a member of the firm’s Health Care and Senior Living Industry Teams, Morrigan has represented hospitals, medical groups, integrated delivery systems, home health agencies, and skilled nursing facilities in matters relating to licensure, certification, accreditation, medical staff governance and patient care.

Shirley’s experience includes bylaws, credentialing, corrective action, hearings and appellate reviews, and writ of mandate proceedings at the California Superior Court, Court of Appeal and Supreme Court levels. Her practice also encompassed privacy and security of health information under HIPAA and state law, bioethics, consent, confidentiality, medical records, Joint Commission accreditation, Medicare certification and state licensure. She has successfully defended numerous health care providers in actions taken by the Centers for Medicare and Medicaid Services to terminate their Medicare certification.

In addition, Shirley has lectured and written on a wide variety of health law topics, including bioethics, privacy and security of health information, informed consent, the Emergency Medical Treatment and Active Labor Act, peer review, risk management, impaired health care professionals, and medical errors. She is currently a member of the board of directors of the Saban Free Clinic. She has previously served as a member of the board of directors of both the American Academy of Physician Assistants and the California Academy of Physician Assistants.

Shirley’s memberships include the Los Angeles County Bar Association (LACBA), the LACBA/Los Angeles County Medical Association Joint Committee on Biomedical Ethics, the California Society for Healthcare Attorneys, the California Association of Health Facilities Legal Subcommittee, the American Bar Association, the American Health Lawyers Association, the American Academy of Physician Assistants, and the California Academy of Physician Assistants. She serves on a variety of bioethics committees. She was selected for inclusion in the 2004 and 2011 Southern California Super Lawyers® lists. Shirley was also selected by her peers for inclusion in The Best Lawyers in America® (2010 and 2011) in the field of health care law.

Shirley is a graduate of the University of Southern California Law Center (J.D., 1990), the University of California School of Medicine, Davis (M.H.S., 1979), Yale University School of Medicine (P.A., 1977) and Stanford University (A.B., 1974). She was admitted to the California Bar in 1990.
