Foley Partner Richard Stoll authored an article that examines the practicality of rule deadlines imposed upon the Environmental Protection Agency (EPA), saying that EPA regulations issued with undue haste are often full of ambiguities and gaps that can potentially create confusion and result in judicial reversal. Stoll notes that rushed rules can also result in the omission of critical scientific, economic and technical factors, calling into question whether EPA deadline suits have outlived their usefulness.
