Foley & Lardner Advises the County of Los Angeles on Agreement with City to Secure Shelter for Vulnerable Homeless Population in Los Angeles
Foley and Miller Barondess joined with the Office of County Counsel to successfully represent the County of Los Angeles in reaching a significant milestone with the City of Los Angeles to provide shelter and services to vulnerable people experiencing homelessness in Los Angeles. The agreement stems from a dispute filed in March 2020, LA Alliance et al v City of Los Angeles and County of Los Angeles.
The partnership will provide 6,700 new beds within the next 18 months to house or shelter people experiencing homelessness within 500 feet of freeway overpasses, underpasses and ramps within the City of Los Angeles, and will prioritize those who are 65 years and older. The funding for this collaboration will include $300 million for services funded by the County over the next five years.
Foley partner Byron J. McLain helped lead the negotiations on behalf of the County. The Foley team also included associates Kristina M. Fernandez Mabrie, Danny Sturm, Alyssa Titche, and Daniella M. Gutierrez. Lawyers at Miller Barondess LLP served as co-counsel with Foley to the County of Los Angeles.
“This is an important day for the County of Los Angeles, reinforcing its commitment to helping people experiencing homelessness by developing a crisis response plan to counteract the many causes of homelessness,” said McLain. “It merits emphasizing the roles that Board Chairwoman Kathryn Barger and Supervisor Mark Ridley-Thomas played in this significant accomplishment, as we would not be where we are today without the Los Angeles County Board of Supervisors’ Comprehensive Homelessness Crisis Response Strategy and its constant dedication to helping LA’s homeless community.”
