The article discussed the impact of the federal district court ruling that blocks the clean water rule from taking effect in 13 states. Stoll was quoted saying, “So for today the Clean Water Act’s reach is much more confined in 13 states, but who knows where we will be tomorrow or next month? This could take years to resolve, all because Congress left the Clean Water Act’s reach so unclear and left the question of which court has jurisdiction to review so unclear.”
