Foley Partner Courtenay Brinckerhoff was quoted in an article that appeared on IP Law360 on October 8, 2009 titled “USPTO Drops Controversial Rules Package.” Brinckerhoff discusses the U.S. Patent and Trademark Office’s decision to rescind fiercely contested rules proposed under the Bush administration that sought to impose new restrictions on patent applicants. She notes that USPTO Director David Kappos’ commitment to implement improvements to make the USPTO more efficient, responsive and transparent was promising, adding that such improvements are needed to reverse the trends that were turning the patent prosecution process into fully adversarial proceedings.
