Basic wrote an article, “Are EPA and the Army Corps Navigating New Waters with Their Controversial Proposal,” which appeared in the Washington Legal Foundation’s Legal Backgrounder on October 24, 2014. The article discussed the April 21, 2014 proposed rule jointly published by the United States Environmental Protection Agency (EPA) and the Army Corps of Engineers (Corps) that would redefine the “waters of the United States” under the Clean Water Act.
