Associate Christopher Swift was quoted in a Wall Street Journal article on March 5, 2014 titled “Experts: How Would US Impose Sanctions on Russia?” The article discusses the challenge of who to target and how to deal with potential retaliation from Moscow should the U.S. place sanctions on Russia over its conduct in Ukraine. Swift was quoted saying, “Sanctions against Russia will not be effective unless the U.S. and Europe are working together.”
