The U.S. Department of Homeland Security (DHS) is in the process of finalizing rules for regulating security at facilities with more than a threshold amount of more than 3000 chemicals, including common research chemicals such as propane, acetone and chlorine. Katherine Lazarski, an attorney in Foley’s Milwaukee office and a member of the firm’s Environmental Regulation Practice and the Food Industry Team, authored the article “Homeland Security Rules Regulate Laboratory Chemicals,” which was published in the August 2007 issue of The Monitor. Lazarski addresses the impact on university research labs, which are not exempt from these rules proposed by the DHS on April 9, 2007. She said institutions have urged the DHS to be exempt from Appendix A, the list of chemicals, for research purposes.
