“The challenge with this phase of disaster relief is the need to abide by the Davis-Bacon Act and related laws may delay cleanup efforts at a time when everyone wants to repair property damage and generally get back to normal as soon as possible,” said Neuberger.

“It raises the requirements for the wage rate, which, putting the current labor market aside, might be an impediment to getting more people in quickly to clean up,” Neuberger said. “Maybe there’s relief during disaster recovery from those laws.”
