Thomas Brown Brings Medi-Cal, Insurance Fraud, and Section 17200 Experience.
Foley announced today that Thomas S. Brown has joined the firm as of counsel in the San Francisco office working with the Government Enforcement, Compliance & White Collar Defense Practice Group. Previously, Brown was a Deputy District Attorney at the Marin County District Attorney's Office where he worked for more than 15 years.
Brown brings extensive jury trial experience to his new position at Foley, including work on a variety of civil and criminal cases involving issues of Medi-Cal fraud, public corruption, insurance fraud, asset forfeiture, and unfair business practices brought pursuant to California Business and Professions Code Section 17200. Brown is an accomplished trial lawyer who has tried more than 50 jury trials and prepared more than 200 cases for trial.

In his most recent role as Felony Intake Deputy for the Marin County District Attorney's Office, Brown reviewed all felony-level investigative reports and determined if criminal prosecution was warranted. Prior to that, he served in supervisory positions as the coordinator of trial teams and other specialized units within the District Attorney's Office. Earlier in his career, he led the Insurance Fraud Unit and investigated and prosecuted civil litigation matters involving health care fraud, consumer issues, insurance fraud, and asset forfeiture issues.

Brown is a distinguished educator in the field of insurance fraud and asset forfeiture while also frequently working as a mock trial instructor for educational institutions. He is also a member of the American Bar Association and has authored numerous publications on topics such as the seizure and initiation of asset forfeiture proceedings and insurance fraud investigation.
