Overview

Cynthia Harkness is Of Counsel with Foley & Lardner LLP and a member of the firm's Finance Group, Transactions Practice Group and Environmental, Social, Corporate Governance (ESG) Team.

Cynthia focuses her practice on financial transactions, including secured and unsecured loan transactions, structured transactions, purchases, sales and restructuring of indebtedness and most types of contractual relationships. In addition to traditional lending work, Cynthia has worked extensively with a private nontraditional lender financing the renovation and construction of charter schools across the United States. She represents borrowers and both institutional and private lenders.

Prior to joining the firm, Cynthia built and headed a legal department to support the banking, investment banking, research, and trading operations of a large global merchant bank in Southeast Asia. She was the general counsel and corporate secretary of a publicly traded U.S. company.

Cynthia is a member of the Pro Bono College of the State Bar of Texas and the Director of Development for The Neighborhood Longhorns, an organization affiliated with The University of Texas’ Division of Diversity and Community Engagement, which supports economically disadvantaged students in grades 2-8, with tutoring and mentoring and introduces them to the college experience.

Education

Cynthia earned her Doctorate of Jurisprudence at The University of Texas School of Law and received her Bachelor of Business Administration in Petroleum Land Management at The University of Texas at Austin.

Admissions

Cynthia is admitted to practice in the States of New York, Connecticut, Texas and Maryland.  Cynthia has also been qualified by FINRA as a nonpublic arbitrator.
