Senior Counsel Christopher Swift was quoted in a Business Insider article, “US Officials Think ISIS Will Attack America this Year,” on February 12, 2016. The article discussed comments stemming from the annual worldwide threats hearing in the Senate, of which Swift was a minority witness. Swift discussed recruiting tactics and said ISIS is more likely to try to radicalize people who are already in the United States rather than send operatives overseas. He was quoted saying, “It’s a lower-cost strategy for ISIS and they don’t need to have a major event to have an effect, it’s sufficient for them to have a moderate number of small events that are difficult for people to anticipate.”
