Paula Toro Barragan

Paula concentrates her practice on complex energy commercial and energy litigation, representing clients across the oil and gas industry—including upstream and midstream companies—as well renewable energy companies (both owners and contractors) involved in renewable energy projects and disputes. Paula’s work spans breach of contract disputes, construction litigation, class actions, and personal injury defense (primarily on behalf of companies facing claims brought by independent contractors). Paula’s cases span both federal and state courts in and outside of Texas.
In addition to trial work, Paula has represented clients in domestic and international arbitration proceedings. Paula has participated in a major ICC arbitration representing an owner in a dispute regarding the construction of a solar facility outside the United States, which resulted in a favorable award of more than $30 million for the project owner.
Beyond her commercial litigation practice, Paula is deeply committed to pro bono service. She works predominately with Kids in Need of Defense (KIND), advocating for undocumented children in the United States immigration system and helping them secure legal status. As a Colombian immigrant who moved to the United States herself at a young age, giving back to her immigrant community by helping young children navigate a complex and sometimes unforgiving system is incredibly important and rewarding work.
Bilingual in both English and Spanish, Paula values her role as both an advocate and bridge between communities. Outside the office, Paula is a devoted supporter of the Colombian national soccer team and a huge Bad Bunny fan, proudly among the top 1% of his listeners on Apple Music.
