Meghan draws on her first-hand experience in high-level consumer protection roles to counsel clients through state attorney general investigations and enforcement actions across several key industries, including education, financial services, health care, hospitality, pharmaceuticals, and telecommunications.

Prior to entering private practice, Meghan served as chief of the Consumer Protection Division in the Office of the Nebraska Attorney General, a role in which she was responsible for the investigation and enforcement of state and federal laws related to deceptive and unfair trade practices, data privacy and security, antitrust, nonprofits, tobacco regulation, and charitable trusts.

Meghan also served for nearly a decade in the consumer protection and antitrust division of the Office of the Kansas Attorney General. Through her public service in both Nebraska and Kansas, Meghan developed significant familiarity with the workings of federal enforcement agencies, including the Federal Trade Commission, the Consumer Financial Protection Bureau, and the U.S. Department of Justice. She has litigated cases in both state and federal court involving alleged violations of the Nebraska Consumer Protection Act, Nonprofit Corporation Act, and other state and federal consumer protection laws. She has also directed investigations involving compliance with the TCPA, the Telemarketing Sales Rule, CAN-SPAM, and counseled on investigations involving the FDCPA, Gramm-Leach-Bliley, FCRA, HIPAA, ECPA, FERPA, and the federal Food, Drug, and Cosmetic Act.

In between her public service roles, Meghan held a senior privacy and marketing compliance role at a multibillion dollar consumer-facing corporation, where she advised its general counsel, chief privacy officer, and business units on litigation risk and strategies for compliance with privacy laws, including GDPR. Understanding the regulatory challenges confronting general counsels, Meghan leverages her background as both an enforcer and a businessperson to guide clients as they develop compliance strategies that align with their business goals and navigate regulatory challenges.

Prior to Foley, Meghan was a partner in the Denver office of an international law firm.

Representative Experience

  • Assisted with the negotiation of a multistate attorney general settlement for a vehicle retailer, establishing a new industry standard aligned with the client’s longstanding practices.*
  • Providing general compliance counseling to a retail energy company, including responses to inquiries by state utilities regulators.*

Meghan holds the Certified Information Privacy Professional/United States (CIPP/US) credential, a key industry credential issued by the International Association of Privacy Professionals (IAPP).
