Joseph (“J.J.”) Silverstein is an insurance and reinsurance lawyer who helps insurers, reinsurers, managing general agents, and other insurance industry participants structure complex operations. His practice sits at the intersection of insurance regulation, M&A, and commercial contracting, with a particular focus on reinsurance contracting, delegated authority, and the interplay between federal and state regulation.
Mr. Silverstein also advises on regulatory matters arising in connection with acquisitions, restructurings, and joint ventures, including pre-closing regulatory analysis and post-closing matters such as licensure, regulatory filings, and product and form approvals. A significant part of his practice involves emerging issues affecting how insurance is distributed and regulated, including the use of novel technologies in underwriting and claims, and helping clients evaluate developing regulatory expectations against established principles of insurance law and regulation.
Mr. Silverstein’s practice also supports the role insurance plays in economic development and resilience. His work includes legal analysis related to microinsurance, climate and disaster-risk finance, consumer financial regulation, and other approaches for increasing insurability and closing protection gaps in developing markets.
As a law student, Mr. Silverstein was a summer associate for Foley in its Milwaukee Office and served as a judicial intern to The Honorable Emmet G. Sullivan for the United States District Court for the District of Columbia. Prior to becoming a law student, Mr. Silverstein was a Fulbright Awardee for the Fulbright English Teaching Assistant Program in South Korea.

- Represented Ignyte Insurance Group in its acquisition of the travel marketplace InsureMyTrip from Tokio Marine HCC.
- Represented NSM Insurance Group in the sale of its Commercial Programs Division to New Mountain Capital.
- Represented American Family Insurance in its $1.7 Billion sale of its nonstandard automobile division (The General) to Sentry Insurance.
- Represented NSM Insurance Group in its $615 Million sale of its Collector Car Division to Philadelphia Insurance Companies.
- Represented TruStage Insurance in its $1.3 Billion acquisition of Assurant’s prearranged funeral insurance and final expense business (American Memorial Life Insurance Company).
- Represented American Family Insurance in its $1.135 Billion purchase of Ameriprise Auto & Home Insurance (IDS Property and Casualty Insurance Company).
