Foley Expands White Collar Practice in New York With Partner Jonathan Halpern
Foley & Lardner LLP announced today the expansion of the firm’s Government Enforcement, Compliance & White Collar Defense Practice in New York with the addition of Jonathan Halpern as a partner.
Halpern’s practice focuses on representing corporations and executives in internal and government investigations, in compliance and regulatory matters, at trial, and on appeal. The scope of his broad-based practice comprises Foreign Corrupt Practices Act (FCPA) violations; insider trading and other violations of securities law; healthcare and medical practice matters; false claims; criminal antitrust; economic sanctions; tax crimes; government contract fraud; art fraud; and other business crimes. His clients have played prominent roles in industries ranging from energy and financial services, pharmaceuticals, manufacturing and construction management to art and sports memorabilia. Halpern himself has played leading roles in high-profile investigations and cases both as a prosecutor and a criminal defense lawyer.
“We are delighted to welcome Jonathan to the firm,” said Michael Tuteur, chair of Foley’s Litigation Department. “Jonathan’s talents, successes and broad white collar defense, regulatory and litigation experience as both a recognized criminal defense lawyer and a prosecutor in the Southern District of New York will be invaluable assets to the firm’s clients. His presence in New York further enhances our litigation capabilities nationwide as we continue to grow our white collar defense, compliance and anti-corruption enforcement practice.”
“I am thrilled to be joining Foley & Lardner and its extraordinary litigation department,” said Halpern. “I look forward to working with this dynamic team of exceptional litigators — including fellow former federal prosecutors from coast to coast — and growing the white collar practice in New York.”
Halpern joins Foley from Bracewell & Giuliani LLP, where he was a partner in the firm’s litigation department and white collar criminal defense and special investigations practice. He has more than 20 years of private and public criminal law experience, including in the U.S. Attorney’s Office for the Southern District of New York, where he served as Assistant U.S. Attorney in the Criminal Division and was the chief of the Major Crimes Unit.
“Drawing on his achievements and substantial experience — both serving with the Justice Department and counseling corporate and individual clients — Jonathan will be instrumental in navigating Foley’s clients through increasingly complex criminal and regulatory challenges,” said Peter Wang, managing partner of Foley’s New York office.
In addition to Halpern, Foley recently added partner Aaron Murphy to the firm’s Government Enforcement, Compliance & White Collar Defense Practice in its San Francisco office. Murphy’s practice will focus on FCPA compliance counseling, including internal investigations, voluntary disclosures and negotiated resolutions with the DOJ and the SEC. Together, the two white collar defense partners on both coasts augment Foley’s considerable white collar defense capabilities and help demonstrate Foley’s deep bench in key metropolitan areas throughout the country. Law360 recently ranked Foley among the top 20 U.S.-based firms with the most white collar and securities partners globally.
