Dr. Ray Wu focuses his intellectual property practice on representing both startups and major global companies in cross-border matters, including patent prosecution before the U.S. Patent and Trademark Office (USPTO), post-grant proceedings such as inter partes reviews (IPR) before the U.S. Patent Trial and Appeal Board (PTAB), and patent infringement cases before the International Trade Commission (ITC) and federal district courts.

Ray leverages a unique blend of legal experience, technical knowledge, and business acumen to provide strategic, solutions-oriented guidance in addressing his clients’ most complex intellectual property challenges.

Before joining Foley, Ray gained extensive experience at several leading intellectual property law firms, where he drafted and prosecuted hundreds of U.S. and international patent applications for major technology clients. He also played a key role in high-profile patent litigations and IPR proceedings.

Ray holds both J.D. and M.B.A. degrees from Northwestern University. Prior to graduating from Northwestern, he served as executive assistant to the CEO of a Silicon Valley startup, where he managed the company’s financing, licensing activities, and intellectual property portfolio.

Ray’s strong technical foundation comes from his training as a Ph.D. researcher at Purdue University, where he conducted optics research under the mentorship of the late Professor Andrew M. Weiner, and as a summer researcher at NEC Laboratories America in Princeton, NJ, researching space-division multiplexing in optical communications. After graduating with his doctorate, Ray worked as a photo-lithography engineer at Intel Oregon, contributing to the development of advanced chip manufacturing technologies. Ray has authored over 30 articles in international conferences and academic journals, which have been cited more than 1,200 times.
